ICS-40310 microphone output

Hi,
we are working on a project where we need to monitor the sound pollution level.
for this project we are planning to use ICS-40310.

we got this microphone and having bit of an issue with voltage output. In our test setup we have
1. ICS-40310
2. 0.1uF decoupling cap at VCC
3. 10uF at output in series
Other end of the cap is connected to a scope.
if we scope out the voltage at ICS-40310 output pin ( before cap) we read 50mV. if we measure after the cap we read 1.2mV.
there is no other component on the circuit board.
when we play any loud noise near the microphone the output voltage does not change.

then we have one more circuit where we have an opamp gain set to 24 but its reading 2.49V all the time. our sch is exactly same as described in the datasheet.

Questions —
can this microphone be used for measuring sound level ?
is there anything we are doing wrong in our setup ?

what i was hooping is that the vout should change as the sound level change.
