MPU-6000 Not Powering Up

Hi, I've created an IMU board with the MPU6000, but it doesn't powerup, heres what it looks like:

The problem is that when I apply VDD of 3.3V to the VDD terminal and GND, the entire system draws exactly 0A. Even hooking up an ammeter at uA precision yields 0A. My thought is that it was a contact problem, but I put the VDD line directly at the VDD input of the MPU6000 and still got no current reading. Really puzzled and I'm on a really tight schedule now... any help would be appreciated.
