MPU60x0 Digital Low Pass Filter

Is the low pass filter on the MPU60x0 essentially an implementation of a RC low pass filter (and therefore does it have very similar characteristics/bode plot)?
Or is the low pass filter more complex?

Additionally, in the RM-MPU-6000A.pdf document, section 4.3, do the values in the 'Delay (ms)' column in the table refer to how long until data is available once the low pass filter is turned on for the first time? If not, what do the values refer to?
